November 16–18, 2026 Are Special Non-Working Days in Metro Manila: Pay Rules

November 16, 17 and 18, 2026 (Monday to Wednesday) are special non-working days in Metro Manila (NCR) only. The proclamation (reported as Proclamation No. 1447) was signed on September 17, 2026 by Executive Secretary Ralph Recto, by authority of the President, to ease traffic and secure participants during ASEAN Summit meetings. Outside NCR, these are ordinary working days.

For private-sector workers in NCR, the usual special-day pay rules apply: no work, no pay unless a company policy or collective bargaining agreement (CBA) gives more, and 130% of the daily wage for the first eight hours if you work.

Pay rules for November 16–18 in NCR

SituationPay for the day
Did not workNo pay, unless company policy, practice or a CBA grants payment
Worked (first 8 hours)130% of the daily wage
Worked beyond 8 hoursPlus 30% of the hourly rate on that day, for each overtime hour
Worked and it is also your rest day (first 8 hours)150% of the daily wage
Worked beyond 8 hours on a rest dayPlus 30% of the hourly rate on that day, for each overtime hour

These are DOLE’s standing rules for special non-working days, set out in the DOLE Handbook on Workers’ Statutory Monetary Benefits and applied most recently in DOLE Labor Advisory No. 13, series of 2026 for the August 21 special day (Philippine Information Agency). As of September 30, 2026, we have not found a DOLE advisory issued specifically for November 16–18. If one is issued, it controls.

Worked example

A worker in Makati earning ₱755 a day who works eight hours on November 17 is owed at least ₱755 × 130% = ₱981.50 for that day. If November 17 is also the worker’s scheduled rest day, the minimum is ₱755 × 150% = ₱1,132.50.

Who is covered

  • Employees working in establishments located in the National Capital Region.
  • The pay rules above are the labor-standards minimum for covered private-sector employees. Some workers, such as managerial employees and certain field personnel, are excluded from premium-pay rules; see who is covered by hours-of-work rules.
  • Workers based outside NCR are not covered by the proclamation, even if their employer’s head office is in Metro Manila. Their workplace location is what matters.

What to do now

If you are an employee

  1. Ask your employer now whether the office will be open on November 16–18 and whether unworked days will be paid under company policy.
  2. If you work any of those days, keep your time record and check the payslip that covers them for the 130% (or 150%) rate.
  3. If the premium is not paid, raise it with HR in writing. If it is still unpaid, you can file a request for assistance through SEnA at the DOLE NCR Regional Office. See how to file a DOLE complaint.

If you are an employer

  1. Decide and announce operating hours for November 16–18 early, and tell employees whether unworked days will be paid.
  2. Set payroll to apply the 130% and 150% rates for anyone who works, plus the overtime premium.
  3. Watch for a DOLE labor advisory for these dates and follow it if it differs.

The President declares special non-working days by proclamation. Holiday pay for regular holidays is governed by Article 94 of the Labor Code; the premium for work on special non-working days comes from DOLE’s implementing rules and advisories, summarized in the DOLE Handbook.
