₱755 NCR Minimum Wage: NCR-28 Takes Effect Sept 26, 2026 (NCR-27 Status)

₱755 is the new daily minimum wage for non-agriculture workers in Metro Manila, but the reason has changed. It was first set by Wage Order No. NCR-27, which a court blocked before it took effect. The same ₱755 rate now applies through a separate order, Wage Order No. NCR-28, effective September 26, 2026. This page tracks both orders and gives the rate that applies on each date.
What is the NCR minimum wage right now? (Status as of October 9, 2026)
- Up to September 25, 2026: ₱695 for non-agriculture and ₱658 for the smaller categories. These are the NCR-26 rates, which stayed in force because NCR-27 was enjoined.
- From September 26, 2026: ₱755 for non-agriculture and ₱718 for the smaller categories, under Wage Order No. NCR-28.
- Wage Order No. NCR-27 (₱755, then ₱780 in January 2027) has not taken effect. The NWPC lists it as subject to continuing litigation before RTC Pasig Branch 152 and RTC Navotas Branch 287.
The “smaller categories” are agriculture, retail or service establishments employing 15 workers or fewer, and manufacturing establishments regularly employing fewer than 10 workers. Recheck the RTWPB-NCR page before running payroll.
Wage Order NCR-28: the ₱755 rate from September 26, 2026
The Regional Tripartite Wages and Productivity Board for NCR issued Wage Order No. NCR-28 on September 7, 2026. It was published in the Daily Tribune on September 11, 2026 and took effect on September 26, 2026. It grants a single ₱60 daily increase, with no second tranche.

DOLE described NCR-28 as a way to give NCR workers additional income while the legal issue over NCR-27 is pending. The two orders produce the same ₱755 and ₱718 figures, but they are separate instruments, and NCR-28 is now in effect.
Wage Order NCR-27: what it provided and why it is on hold
NCR-27 was issued on June 23, 2026 and published on July 9, 2026. It granted a total increase of ₱85 per day in two tranches:

Implementation was challenged before the first tranche could take effect. As recorded in NCR-28, a status quo ante order was issued on July 24, 2026. The Pasig City Regional Trial Court issued a temporary restraining order in late July 2026, followed by a writ of preliminary injunction in August 2026. DOLE filed a motion for reconsideration on August 17, 2026, and labor groups have asked the Supreme Court to rule on the lower-court orders. The NWPC now lists NCR-27 as subject to continuing litigation before RTC Pasig Branch 152 and RTC Navotas Branch 287.

What employers and workers should do now
- Employers: pay at least ₱755 (or ₱718 for the smaller categories) for work performed from September 26, 2026. Do not pay from the NCR-27 schedule, including the ₱780 tranche, unless DOLE or the courts confirm it is enforceable. Adjust piece rates, and check for wage distortion in the pay structure.
- Workers: check that your first payslip covering September 26 shows the new rate for days worked from that date. Keep your payslips and time records.
- Open question: no official guidance published so far says how NCR-27 and NCR-28 would interact if the NCR-27 injunction is lifted, including any claim for the period from July 25, 2026. Watch for DOLE and NWPC advisories rather than relying on news commentary.
